Taking Real Action in Reform

Ever since the 18th CPC National Congress, Xi Jinping has spoken many times about taking "real action", and he has raised the demand for leading officials to take real action in reform. While chairing the 14th meeting of the Central Leading Group on Expanding In-Depth Reform in All Respects in July, 2015, he emphasized that leading officials should "both promote reform and also take real action in reform". 

This demand was made because reform has never been smooth sailing, nor can reformers rest on their laurels. Determination and confidence in reform are demonstrated and tested by actions and results. One cannot just express approval without taking the lead, or take command without leading the charge. Particularly in the crucial period when China is expanding in-depth reform in all respects, the key to the effectiveness of major measures lies in whether or not they can be strictly implemented, in whether or not all departments in all locales and leading officials at all levels can strictly implement them, genuinely carry them out and do sound, hard work. 

"Better to roll up your sleeves than to shout yourself hoarse." To leading officials at all levels, taking real action in reform means doing what as Xi Jinping demands – "not only taking personal charge and being in the lead, but also daring to take up the heaviest burdens and tackle the hardest tasks".

當(dāng)改革實(shí)干家

十八大以來(lái)，習(xí)近平多次講到“實(shí)干”的問(wèn)題，并提出了領(lǐng)導(dǎo)干部當(dāng)改革實(shí)干家的要求。2015年7月在主持召開(kāi)中央全面深化改革領(lǐng)導(dǎo)小組第十四次會(huì)議時(shí)，他強(qiáng)調(diào)領(lǐng)導(dǎo)干部“既當(dāng)改革的促進(jìn)派，又當(dāng)改革的實(shí)干家”。之所以提出這樣的要求，是因?yàn)楦母飶膩?lái)都不是一帆風(fēng)順的，也不是一勞永逸的。改革的決心和信心要用行動(dòng)和效果來(lái)體現(xiàn)、來(lái)檢驗(yàn)，不能只表態(tài)不作表率，只掛帥不出征。特別是中國(guó)正處于全面深化改革的關(guān)鍵時(shí)期，重大舉措能不能落到實(shí)處，關(guān)鍵要靠各地各部門(mén)以及各級(jí)領(lǐng)導(dǎo)干部嚴(yán)格執(zhí)行、真正落實(shí)、扎實(shí)苦干。“喊破嗓子不如甩開(kāi)膀子”，對(duì)于中國(guó)的各級(jí)領(lǐng)導(dǎo)干部來(lái)說(shuō)，當(dāng)改革實(shí)干家，就要按照習(xí)近平所要求的那樣，“不僅親自抓、帶頭干，還要勇于挑最重的擔(dān)子、啃最硬的骨頭”。
